Question: When turning right out of a parking lot, is it safe to go while someone is turning right into it? Or should you wait?

The question is too broad, there are a lot of factors that may affect your decision. Some people forget that they've left their indicators on, and before you know it they've gone into the side of you because they never intended on turning.

It also depends on how far behind the following car is/how fast it's going. Consider that motorbikes may be filtering; especially in heavy traffic. Also cyclists, you have to give way if they are on the main road.

EDIT: I'd just like to add, it also depends on what side of the road you are on. If you are in the UK for example, turning right means crossing both lanes because we drive on the left side. If you are in a country that drives on the right, then turning right would mean you're just entering ONE lane.

If your questions applies to the latter, then pulling out is less of a risk, as long as you do it carefully and keep up with traffic. If it's the former, then I would personally wait for a gap in both lanes.

Hit and run: denoting or relating to a motor accident in which the vehicle involved does not stop.

Yes, you did the right thing. You wouldn't have done the right thing if you have hit her and continue to drive on. You did the right thing because you ask her if she was okay and actually stop.
