My dad wants to give me his car in about 6 Months I'll be 16. But he wants to sign over the title to me. Not my controlling mother.?

My dad wants me to have his car because I've always wanted it. It needs a fix up so I'm prepared. But my controlling mother wants him to sign the title over to her. They're divorced so he doesn't want anything to do with that. My question is can my dad sign the title over to me at the age of 15/16 and also all the stuff that goes with the car I insurance etc. (Hope I used the correct lingo)

where can I go to get a physical for a driver's permit in Philadelphia?

I am going to take the driver's permit test and I need to get a physical done asap, and my doctor's office will give me the next available date which is in September, so I need to no is there a place that I can go and get it done, with an affordable price too.

For the most part the learner's permit test will be done on a computer and is multiple choice.

You don't need any Cheat Sheets at any price, all the questions come from the drivers manual which you should study before you test.
