I am starting to wonder because on a Facebook group about certain school buses, a member commented on one of my photos of the manufacture plate saying "Some states push it to the next model year for fleet reasoning", and later on said "it was built in 2012, but emission standards for 2013".

So, certain school buses built and delivered in 2012 are called 2013 mainly to meet emission standards?
