Alternator isn't charging. Alternator, regulator, bad wiring etc?

Battery should be just over 12V when under no load, but at least 13.8V when the engine is running and it's being re-charged.. Yours is dropping to 11.9, because the bike is still drawing power from the battery, to supply the ignition, and it's not being recharged. Eventually the battery will run down, and the bike will stop.

Edited after your other comment. It's possible the main fuse blew because the rectifier / regulator failed and shorted it out? And you are correct about the approx 14volt thing when the engine is running at anything above idle.

Question: How much would it be for my bike repair?
