I have a 1987 Evinrude 9.9 motor that s having issues. Will crank and run fine in gear but won t idle. Sounds like it s revving on and off.?

The motor was sank in mosquito lagoon. The next day a mechanic came to repair it but apparently left the spark plugs and the lean/rich knob loose. I took it out and within a minute of running it wide-open, it revved off and would barely run. Made it back to the boat ramp like that to find out that they were loose. Tightened them up when I got home, but now it wont idle. I tried opening the idle control screw and changing lean/rich knob but it didn t solve the problem. It runs fine wide-open but when I try to revv down, it just revvs off. In neutral, it barely stays alive and sounds like it s shuddering on and off. I need help.

Question: Can you get a job as a boat mechanic if you ve been arrested?

No I couldn't even though I've never been arrested. I know very little bout boat mechanicing

Other people, who do have a good knowledge about the subject may be able to.
