The only reason it's bad in Portland is all the Californians living there. Kidding. Rubberneckers are the main cause. As one police sergeant told me. "these people will slow down to look at a shovel on the side of the road". I laughed so hard I almost passed out, because it's true. If a cop has someone pulled over, every freaking one slows down, even though the only one's that have to are the lane next to the cop. I was next to some broad as we were going past an accident on the other side of the barrier. She was practically standing up behind the wheel to see.

Of course, piss poor road design plays it's own part. Between multiple on ramps in a short space then having 4 lanes that merge then everyone has to switch in an 1/8th mile stretch...talking where I-5 and 405 split off southbound....ODOT needs an enema.
