Driver Infront of me costed me a new windshield. What sort of legal options can I take?

I was driving earlier today and lady, maybe in her early thirties, caused a rock to fly up and create a crack in my windshield.
Let me explain more in detail why it was her fault. We were on an expressway type road, there were 4 lanes. Two lanes in each direction and a center divider with nothing blocking the lanes. All there is a 4 foot long divider with solid white lines which mean not to drive and avoid that area. Me going speed limit and the person Infront of me going speed limit. She decides to cut Infront of me and behind the other driver and starts tail gating the driver Infront of me when he was clearly going 5-10 miles over the speed limit. She starts to become frustrated and drives into the center divider to see what s Infront of him and as a result of all the rocks and debree in the center divider, a rock flys up from her tire and cracks my windshield.
I followed her and got her license plate and address but I was in a rush and didn t have time to talk to her about what she did.
What are my options at this point. I m just so mad because it could have been avoided if this driver didn t tailgate/drive like an asshole and break the law by driving through the solid lines.

See the things is ive had my licence for 2 months but still cant really drive on my own, its almost a necessity to have your licence in my country, the roads are always dug out, much narrower than american roads, and no shortage of reckless driving.
I can drive and turn alright but i always get stressed out when i have to make a decision on when to jump on a main road or not and i get confused at large intersections. i space out and misjudge my car size and knock other cars a fair bit ( 2 times in the last 2 months).

i dont drive alone my dad is usually in the car with me and he keeps getting mad that i cant improve and curses me like whey cant you f*cking do this and that. i dont stay in the centre of my lane too much and im a pretty careless driver. i cant seem to correct my mistakes even when i focus, and being a very negative person i really dont think i can ever improve, but i really need to be able to drive but driving with my dad, getting cursed and reminded of my inability just stresses me out so much, i feel like driving is not for me.
