Do you know any places that will except a car in terrible condition that they will fix it up and sell it?

Hi I have a 1990 dodge caravan that my family is ready to get rid of. However my mom does not want to sell it unless she knows someone who will fix it up and use it on the road again. The condition of the car is terrible. Rust on the roof, a used green 1995 caravan back door in place of the original door knocked out from hurricane Wilma. Flat tires dents on the side paint chips.Engine sucks, transmission issues, burns oil, no a/c. no brakes, just anything on the car needs to be replaced. However it does start up and can be driven around the block. However the interior is in good shape despite the moldy steering wheel and door.

I just had my water pump replaced along with a few other parts (I was frauded on the thermostat) theres red silicone all around my water pump and its been a month later they now claim there's no o ring on it because they couldn't find one. Im wandering of it was even replaced and if its safe to drive. I posted some photos. Could you please give me your opinion? This vehicle needs to travel to the other coast. Thank you for your time.
