if you were in the boat at the dock or on the lake / ocean you needed to have lifejackets for all passengers and yourself , period ( as well as having an oar etc. )
that's the law , if you didn't comply with that law you have to pay the fine and buy some lifejackets for next time
its the same as if you were sitting in a running vehicle in a parking lot not wearing a seatbelt , you may not have been on the road but you were in control of a running car and needed to wear belts just the same

they should normally go into their positions in the Gunwhale of the boat ( the reinforced hole in the top edge of the hull ) so that the inner ( grip ) ends of the oars are 3 inches apart . This is to stop you mashing your thumbs together when rowing , as proper sailors will have their thumbs on the end of the oars , not wrapped around the grips .

However , you will see many illustrations which show boats in which the oars actually overlapping ; - technically , this is superior as it adds leverage , but is only for the expert oarsman as novices are sure to crush their hands doing this .

Kerbal Space Program: does fuel pass through docking ports?

I was wondering if i could make a refueling station and i can but i saw scott manley somehow have fuel pass through the entire ship plus the structural struts, what items can fuel pass through. if there is none other than fuel tanks then how did scott manley do it? i dont have the game on my current laptop cause it sucks and im going to get it on my new computer so i need this info. thnx

My Memere's (grandmother) unexpected passing just over 2 months ago. On June 26th was her birthday. On July 27th as a family we celebrated her birthday. It was such a fun and perfect birthday for her and us as a family. She seemed fine and her usual self. The next June 28th she was unexpectedly gone. My Memere was my rock, my life long best friend, and was the foundation of our family. Her passing really took the wind out my sail it only now really sinking in the reality she is really gone. Not only did it take the wind out of my sails her passing makes me feel like a rudderless ship.
