How do u make the lights come back on?

So some lights were hooked up to the wrong voltage and the lights turned green and then went off. I was wondering how do you make it where they come back on or do I have to replace the bulbs and wire or just the bulbs? The lights were on my car.

1. Its all going to depend on the state. Each one has their own set of laws when it comes to neon inside & outside of the car, color type (i.e., red & blue in relation to impersonating emergency vehicles), flashing vs non-flashing, etc. etc. etc.

2. Generally speaking, as a Colorado Highway Patrolman put it when I asked him way, way back in my younger days: "You can have any light you want on your car as long as they aren't on when you're driving on public roads." That statement made me understand why "off-road use only" is so common on aftermarket lighting gear like this.
