does the weight limit on scooters matter that much?

I am purchasing a scooter and I wanted to know if the weight limit on kick scooters are absolute and should be followed at all times or is it only a suggestion

Red Light Camera Almost Crossing Intersection?

I was almost finished crossing the intersection. My car was just in front of the white line when the cars in front of me decided to turn into the gas stations. I had to break, so my car stopped for half a second in the intersection. When I stopped, the camera facing me flashed and the light turned red. Will I get a ticket? This was on Harbor and Westminster in Santa Ana, California.

I was on a two lane road I was in the right lane, another slower moving vehicle was in the left lane. I was in the process of passing the slower moving vehicle when up ahead I see the lane I am in ends. so I just sped up by like 5 mph and changed lanes in front of the slower moving car. I left plenty of space between me and the other car before changing lanes.

Anyway about 30 seconds later a cop pulls me over and he's flipping out, he's literally yelling at me saying "WAS IT WORTH IT??!!" "WAS IT WORTH CUTTING OFF ANOTHER DRIVER??!" "WHAT DID YOU STAND TO GAIN FROM DOING SOMETHING STUPID LIKE THAT??!"

I was issued a ticket for quote "cutting off another driver". I got a $200 dollar fine. I feel that I didn't do anything wrong. The intersection was confusing and I was not from the area. All I did was change lanes in front of a car. That was it. I could see maybe getting a small warning but I don't get why I was getting yelled at.

how do I increase speed on my Osprey Mobility scooter?

I have an active care osprey mobility scooter with a factory set max speed of 9 mph, how to get a faster top speed ?

Should other states wait to see if the high-speed rail system works well before starting their own plans for similar systems?
