Want a RWD car, but live in snow belt! Help please!?

My 21st birthday is coming up in march. I'm not into drinking because of personal reasons, so I am going to get a new car. I live in the Snowbelt of Ohio and I'm considering a RWD car, but I don't know if it's a good idea. I would get snow tires and sandbags for the back as well. I want a stick, but I don't have a ton of experience with it. I can drive one, just not experienced. Any advice or car recommendations? Planing on getting the car in December (to practice winter driving without school interference) or in march (snows until April though) Under $16k . thinking about genesis coupe.

Question: Seat belts/Old cars/Laws?

If your vehicle doesn't have seat belts, for example it's a classic car, you aren't allowed to carry any children under 3 years old in it.

Children over 3 are only allowed to sit in the back seats.

These rules only apply if your vehicle was originally made without seat belts.

Yes, you'll get a ticket or fine. Its required no matter what time the car was made that's why the last owner had the seatbelts put in. No matter the year of the car, you still have to follow the law.

Be prepared to spend at least 6 figures, and kill the value of your car.

Custom sensors, bags, interior, etc. To find an engineer to do it will cost a small fortune. Talking more than the car is worth, plus some. There is a reason that nobody retrofits/designs Systems on old cars.

By law, the PSP states that a child may ride in the front seat after 8 years old / 4'9"/ 80 lbs.; however, the state police strongly recommend that all children under 12 years of age ride in the back seat rather than the front.
