Is the equipment on the bridge laid out in any order
Why would you expect it to be grouped as it is.

So there are some basic ideas for you to work on.

put it on the bottom and it will come off the first time you use the boat....like about 10 minutes.

Put it on the topside, it might last an hour or two.

If you really need to cheap out, an oil based deck paint might bond to the topside if you sand well first.
