Question: Do street legal dirt bikes have an official name? if so what is it? and which ones are the most efficient?

Dualsport or Enduro are typical names for what you are describing.

And $1000 will not buy a running, street legal Enduro/DS bike that was made in the last 20 years.

If you mean fuel efficient, look at the DRZ400S or the WR250R.

Or even something like the TW200.

If you mean power/weight efficient, look at some of the older KTMs or Husqvarnas, like the TE630/TE610/640 LC4

Question: Hunting for a Police Motorcycle?

Try a BMW R1100.

Genuine ex-police bikes are, although generally well-maintained, tired and ready for the knacker's yard, they also tend to have uprated suspension to deal with all the surplus weight of police equipment, but you should budget for replacing all of the suspension anyway if you plan to buy a genuine one.
