Cars can survive the cold. You don't need to heat it. (Depending on what time of day you plan to start it, you might need to heat it for the last few hours before you start it, just like when it's parked only overnight.)

Cars actually survive storage better in extreme cold. In Antarctica, vehicles can be left parked outside.

The three issues you do need to consider are:
1) Battery. When a car isn't driven, the battery slowly discharges. Although being kept cold will keep the battery operable longer, you need an especially strong battery to start a cold engine. So you might need to jump-start the car when you get back, especially if your engine cool is very cold the first time that you start it.
2) Fuel. When a car is stored for a long time, there can be problems with the gasoline. Before you store it, you need to put fuel stabilizer in the gas tank.
3) Oil. There are two problems. One is that oil degrades chemically, which is why you need to change it from time to time. The other is that it gets thicker in extreme cold. Change the oil before you store the car. Change the oil when you are ready to drive it again. And, even though the car can be cold for months, get it warm before you try to start it.

Two reasons.

One reason is that they aren't cars. The point of a seat belt is so that you can be safer than you would be in a car without a seat belt. But a school bus is so much safer than a car that a school bus without seat belts is safer than a car with seat belts. So you really don't need them.

The other reason is that seat belts don't do any good if no one wears them. And most students on a school bus wouldn't wear them.

Clearly you don't know what you're doing. Legally you need at least a CDL-B to tow a 10K GVW trailer (assuming the GCWR stays under 26000. JJ makes it sound like you only need a CDL if you put the pallets on the trailer. That's inaccurate. It depends on the GVWR of the vehicle(s), it has nothing to do with what is actually on the trailer.

Also, 4 pallets at 2700 pounds is 10,800 pounds. The payload of a 10K GVW trailer is only 7K if the trailer weighs 3. You're planning on overloading the trailer by a significant amount.

Also, why would you buy a brand new vehicle and then modify it...? Especially when you're basically planning on making a vehicle that already exists.
