Outboard won't start easily?

Well I bought my boat a 1986 Charger with a 1985 Mariner 150HP. The motor has good compression, recent carb rebuild, and new starter.
The only thing I could possibly think is the fuel mixture is mixed way to rich. The previous owner said he used 4 ounces to a gallon. The motor is supposed to be ran 50:1. I finally got it to fire up and idle good and it was smoking like crazy from the mixture. Also when i couldn't get it to fire up it would leak fuel out of the front of the motor I think it's becaise its feeding fuel but not starting.
Any tips and advice? Add more gas? Run it leaner?

Question: 1976 bayliner 20ft did they use fiberglass stringers?

Bayliner used composite materials for structure, much the same as plywood, or a laminated beam in a house. You may encounter a void at the top of the stringer, but this does not mean that the stringers are un-sound. If you are worried about the soundness of the stringers, you should measure the moisture content at the midpoint of the stringer-it should be less than 30%.

As an added note, Bayliners from that era where notorious for poor quality, but there still seems to be quite a few around, so they must have built some OK hulls.
