Yahoo Answers is international and after a recent change it is impossible to filter questions by country of origin. This means that no one on here knows where in the world your question may well attract answers from all over the world, many of which will be useless to you.
Yahoo Answers IS NOT AN AMERICAN site.
Answers as well as questioners cannot see the country or place of origin so please include it.

Expect to pay $1300 a year minimum, pretty much the same price with any insurance co. but it can sky rocket based on the car you drive the city you drive in and some claim on even grades on report card . but you wont find much under $1300

Of course they can, they have to assess the damage YOU caused and as you were not insured as you have no license then you are liable for all costs.

Question: I am travelling to France in 2 weeks. I am wondering if I would be allowed to drive there a rental car using my Kuwaiti local license?

Your best addressing this question to the rental car agency.
Remember in France they speak and use French not English or Arabic.
You may well need an International driving permit which offers the translation of your license.
In Europe we use a standard model license do it can be understood by all EU states.

Question: If I'm over 171/2 but under 18 n have had a permit for 6 months already do I need to do drivers ed behind the wheel course to get my license?
