What does CBDY stand for in road construction terms?

I noticed the department of public works had spray painted an acronym CBDY in front of my parking lot apron a few weeks after I emailed the director of the department voicing my concerns of water drainage issues. The newly paved road caused drainage issues because it was built too high. The story with the property across the street was they had to endure a year long process chasing the town to install a catch basin in their apron and I'm looking to do the same so I imagine that is what the CB stands for.

Update : We added a HID kid to my 08 jeep commander so the fog lights are blue and one side is more blue than the other..
