hitting a cyclist witha car?

So there is a friend of mine who got hit by a rav 4. So he was on a cycle and going towards a traffic signal facing towards the signal. So he was cycling along the road and not the pedestrians walkin area, the car came with a high speed and lost the control of the car, had a drift and then hit my friend who was then tossed under an 18 wheeler parked in the parking area besides the road. So he suffered a broken thighbone and broken knee. So my question is who is the person who didnt follow the traffic rules. The cyclist for not cycling in pedestrian area or motorist for not driving safely? Thank you.
P.S this happened in uae.

Update : I have a 2001 Dodge ram 1500 5.9 Lamerie V8 4x4 and the stock tires say 245/75/16 i want much bigger tires and want to keep the rims. whats the biggest tire size i can do without alot of rubbing and or damaging the tire
