have you turned down many side streets and made several turns, or have you been walking a straight long road? If you have been walking straight for a long time, its possible he's going in the same direction. If not, I would suggest to stop and look into a window and see if he stops also. Go inside a cafe/store for a while, and when you come back out see if he's still there. If he is, you may want to go back into the cafe/store and ask for assistance. If you decide to keep walking, i would suggest to STAY on all main roads, with people around. Then, perhaps call a friend or family member that may be around to assist you in either coming by to pick you up/stay on the phone with you to keep your fears from rising or if they don't drive coming to meet you - ensure that he hears that you are meeting up with someone by the next block. If all fails, then you may want to be in contact with police and see how they can help you.

Just as safety precautions, always make sure someones available to be there if a situation arises. Never walk alone at night, especially if your a women. If you are walking alone, always avoid alleys/walking through parks or deserted areas/streets or known parts of town that are dodgy.

Usually the first person to break traffic laws is the one at fault; and it sounds like it was her. If her failing to obey a traffic device led to a collision, then she would have been at fault. Her u-turn was probably illegal, as well.
